Lead Bank Scheme Structure
The Reserve Bank of India has outlined the structure and implementation of the Lead Bank Scheme, which aims to improve banking services and credit facilities in various districts.
Service Area Approach (SAA): The scheme adopts a service area approach, where each bank is assigned a specific area to operate in.
Lead Bank Responsibility: A lead bank is assigned to each district, with responsibilities including preparation of credit plans, monitoring performance, and conducting meetings.
Implementation: The scheme involves preparation of credit plans, potential linked credit plans, and monitoring of performance. Block Level Bankers’ Committee (BLBC) and District Consultative Committee (DCC) meetings are also conducted to review progress.
District Consultative Committee (DCC): The DCC is constituted to review the performance of banks in the district, address grievances, and conduct quarterly public meetings.
State Level Bankers’ Committee (SLBC): The SLBC is responsible for reviewing the performance of banks at the state level, promoting banking penetration, and conducting yearly meetings.
Meetings and Calendar: A calendar of meetings is maintained for DCC, DLRC, and SLBC, ensuring regular review and discussion of banking services and credit facilities.
