National Urban Livelihoods Mission (NULM) Operational Guidelines
The National Urban Livelihoods Mission (NULM) aims to reduce poverty and vulnerability of urban poor households.
Selection of Beneficiary: The beneficiary should be a resident of the urban area and belong to a poor household.
Educational Qualifications and Training Requirement: The beneficiary should have the required educational qualifications and undergo training as specified in the guidelines.
Component 3: Employment through Skills Training and Placement (EST&P)
Entrepreneurship Development Program (EDP): This program aims to promote entrepreneurship among the urban poor.
Pattern of Financial Assistance: The financial assistance includes interest subsidy and loan facilities.
Procedure for Interest Subsidy: The interest subsidy will be provided as per the guidelines.
Sub-Component – Individual Enterprises (SEP-I)-Loan & Subsidy:
Age: 18-65 years
Project Cost (PC): Up to ₹2 lakh
Collateral on Bank Loan: No collateral required
Repayment: As per the loan agreement
Sub-Component – Group Enterprises (SEP-G) -Loan & Subsidy:
Eligibility: A group of 5-10 members
Age: 18-65 years
Project Cost (PC): Up to ₹10 lakh
Loan: Up to ₹10 lakh
Collateral Guarantee on Bank Loan: Required
Repayment: As per the loan agreement
Procedure for Sponsoring of Applications: The applications will be sponsored by the Urban Local Body (ULB).
Task Force at ULB Level: A task force will be constituted at the ULB level to monitor and implement the NULM.
Linkage with Credit Guarantee Fund: The NULM will be linked with the Credit Guarantee Fund to provide guarantee coverage to the loans.
