Lead Bank Scheme Structure and Implementation
The Lead Bank Scheme is a framework for coordinating the efforts of banks and other financial institutions to promote financial inclusion and development at the district and state levels.

The scheme consists of three tiers of committees:
- Block Level Bankers’ Committee (BLBC): Focuses on block-level issues and coordination.
- District Consultative Committee (DCC): Oversees district-level banking activities, conducts quarterly public meetings, and addresses grievances.
- State Level Bankers’ Committee (SLBC): Coordinates banking activities at the state level, promotes banking penetration, and liaises with the state government.
Implementation of Lead Bank Scheme:
The scheme is implemented through:
- Preparation of credit plans: Banks prepare credit plans to identify potential areas of lending.
- Potential Linked Credit Plans (PLPs): PLPs are prepared to link credit plans with potential areas of lending.
The scheme aims to promote financial inclusion, improve banking penetration, and address grievances at the district and state levels.
